Summary /Objective:

The Family Resource Coordinator - Special Educator, Developmental Specialist, (FRC-DS) is the initial contact for children and families with concerns regarding their child’s development. The FRC DS will address family concerns; conduct initial screening and ongoing evaluations according to ESIT (early support for infants and toddlers) requirements and guidelines. Additionally they will provide special instruction, and supervision of developmental associates daily practices.

Qualifications:

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

  • Experience working with young children and/or families in early childhood education, early intervention, case management, or human services is preferred.
  • Basic computer and technology skills to support documentation, communication, and data entry using standard office systems. 
  • Strong written and verbal communication skills.
  • Bilingual Spanish/English skills (speaking, reading, and interpreting) strongly preferred. Additional language skills may be considered based on community needs. 
  • Must be able to safely operate a motor vehicle and maintain an acceptable driving record.
  • Uses sound judgment to make safe, independent decisions in field-based settings.
  • Works independently and collaboratively in home, community, office, and remote environments.
  • Represents SPARC’s mission, vision, and values in the performance of job duties and interactions with families, colleagues, and community partners.

Education / Experience:

  • Minimum of BA in Early Childhood Special Education or Bachelors Degree in a related field.
  • Preferred to hold a valid Washington State Teaching Certificate with an endorsement in Special Education (Early Childhood Special Education preferred).
  • ESIT Credential – Internal Training Provided

 

Certifications, Licenses, Registrations:

A current CPR and First Aid Certificate – Internal Training Provided

Essential Duties and Responsibilities:

(Include the following but are not limited to, other duties may be assigned)

  • Facilitate initial screenings, evaluations, and home visits for children referred to SPARC to determine eligibility and support service planning.
  • Facilitate Developmental Special Instruction, Family Training, Counseling and Home Visits (From Qualified Personnel Guidelines) 
  • Develop, implement, and manage Individualized Family Service Plans (IFSPs), including Entry and Exit Child Outcome Summaries (COS), annual reviews, transition planning, and ongoing coordination of services for an active caseload of approximately 30–40 families.
  • Supervise Developmental Associate  in special instruction and evaluations. 
  • Utilize Assistive Technology (From Qualified Personnel Guidelines)
  • Service Coordination including:  initial screening after approval from FRC-  Developmental Associate (DA) or Developmental Specialist (DS) initial screenings, evaluations, and home visits for children referred to SPARC
  • Service Coordination of initial IFSP’s (Entry Child Outcome Summary COS) for children and carry an active caseload of 30-40 IFSP
  • Maintain accurate, complete, and timely documentation, including data entry into required systems (e.g., ESIT Data Management System), in accordance with program, state, and federal requirements and timelines.
  • Collaborate with SPARC staff, interdisciplinary team members, contracted providers, external professionals, community partners, and families to coordinate services and support child and family outcomes.
  • Participate in required meetings, trainings, and other service coordination activities necessary to support program operations and client needs.
  • Conduct outreach and public awareness activities throughout the service area, including participation in Child Find activities, community events, and distribution of program and Early Intervention materials.
  • Gather, coordinate, and connect families with appropriate resources and community services based on identified needs.
  • Maintain compliance with all applicable Early Support for Infants and Toddlers (ESIT) requirements, guidance, and program standards, including ongoing professional development and required trainings.
  • Ensure preparation, organization, and distribution of required program materials, packets, and documentation.
  • Demonstrate the ability to work effectively with diverse children and families in a culturally responsive, respectful, and professional manner.
  • Work independently and as part of a team in both in-person and remote environments as required by program needs.

 

Additional Duties Outside of FRC Responsibilities:

  • Perform other related duties, responsibilities, and activities as assigned to support program operations and organizational needs. Duties may be adjusted or expanded based on evolving program requirements, staffing needs, and service demands.
  • If eligible for Developmental  Associate Credential, provide special instruction to families under the supervision of a Developmental Specialist

  • Use hands and fingers to handle, manipulate, and operate educational materials and equipment
  • Communicate to interact with children and staff
  • Drive a vehicle for work-related duties, meetings, training, or transportation of materials, as applicable

Additional Eligibility Requirements:

  • Valid driver’s license
  • Proof of current vehicle insurance
  • Acceptable Driving Record
  • Successful completion of DSHS Fingerprint based Background check
